Orville Buckles of Millikin University, Decatur Illinois, writes to Kansas Governor Henry Allen, of Topeka, after reading an article in the Saturday Evening Post authored by Governor Allen. In this letter, Mr. Buckles raises questions about using an "arbitration board" to settle labor disputes. "Do you believe", he asks, "that Labor or Capital would ever peacefully accept all the awards of an arbitration board?" The Court of Industrial Relations created by the Kansas Legislature in 1920 caused considerable debate throughout the United States. The court was eventually declared unconstitutional in 1923.
