Senator Arthur Capper, standing with fellow celebrants at the 75th Anniversary celebration of Atchison, Kansas. Capper (1865-1951) a native of Garnett, Kansas, served as Kansas Governor from 1915 to 1919 and then as U. S. Senator from 1919 to 1949.
