This pamphlet was apparently written during the 1893 legislative war between the Republicans and the Populists. It presents the Populist view of how the House of Representatives should be organized. It cites laws and court cases in other parts of the United States. The anonymous author argues that the struggle is "not between the Populists and the Republicans as political organizations, but between the common people of the State and Eastern mortgagees and alien railroad owners; between the common people and those scheming, purse-proud foreigners, who seek to make of this beautiful fertile State another Ireland" etc.
