The Kansas Legislature passed a bill that encouraged other state legislatures to pass laws that supported amending the U.S. Constitution to provide for taxing those with "inordinate wealth." The Constitution contains provisions for state legislature to propose amendments if 2/3 of the states support the proposal. This pamphlet states the case for taxing the wealthy. The pamphlet also includes pages for signatures to be sent to the appropriate state legislature. This pamphlet was published in Berlin, Pennsylvania, April 1897 and was labeled as Vol. 3 No. 2 of The Graduated Taxer. The unequal distribution of wealth was an issue with the Populists.
