W. A. Tilton, a resident of Oxford, Kansas, proposed this amendment that called for voters in the United States to vote on all bills passed by the U. S. House or Senate by one-fifth or more to be submitted to the voters in all the states. If the voters approved of the bill with a majority, then it should become law. Only bills that were passed unanimously by both the House and the Senate would become law without being submitted directly to the voters. Tilton was probably a Populist support trying to give the public more input into the enactment of laws at the federal level.
