The Southwest Regional Director of President Herbert Hoover's Employment Commission, J. F. Lucey, writes Governor Clyde Reed of Topeka (Shawnee County) to request cooperation with the commission's mission. Lucey requests that employers retain as many employees as possible and that cities establish central employment and transient labor offices. The letter further requests that railroad companies operating in Kansas return all transient Mexican laborers to Mexico and give preference to American laborers.
