The suggestions include a minimum wage, government control of railroads, uniformity in the costs of mortgages, and that a four-fifths majority be required for the passage of any laws in the state or national legislature or those lacking a four-fifths majority need to submitted to the people for a majority vote before they are enacted. The pamphlet reflects the beliefs of many Populists, which was emerging as a political party.
