Adjutant General

This file contains correspondence between the Adjutant General, J. A. Roberts, and Kansas Governor Humphrey concerning various military matters in the State of Kansas. A letter from J. A. Roberts provides the Governor with a report on the meeting of the National Guard Association held in Washington D. C. on February 5th and 6th, 1890. In the letter J. A. advises the Governor of a bill being presented before the United States Congress called the Henderson bill, he also advises of the situation pertaining to firearms for the State. Other letters are from Governor Humphrey writing to J. A. Roberts to respond to a letter concerning the Price Raid, as well as, providing arms for cities in Kansas.

Letters to Kansas Governor Humphrey about the appointment of Adjutant General. There are letters from individuals writing to the Governor to request General J. N. Roberts be appointed as Adjutant General. In addition, a petition from African American citizens requests Governor Humphrey appoint S. M. Lanham, Clerk in the Adjutant Office, the position as Adjutant General of Kansas. Adjutant General is the highest-ranking official in the State and is subordinate to the Governor. Adjutant is also a member of the Governor's Cabinet and advises the Governor on military and emergency management matters.

A letter from Samuel J. Crawford, Agent of the State, informs Kansas Governor Humphrey that he has introduced a bill to the House of Representatives and requests the Governor look over the bill and make any necessary changes. A bill, H. R. 6429, introduced from Mr. Funston in the House of Representatives on February 6, 1890, which requests to reimburse the State of Kansas for money expended in the adjustment and settlement of citizens of the said State for property captured or destroyed by the Confederate forces during the late war, and for other reasons. A separate letter from Samuel J. Crawford informs the Governor he has secured an adjustment of the Kansas sales of public land. A telegram from Crawford informs the Governor the bill passed and is now before the President.

There are several letters and a petition that requests the Governor appoint R. P. Kelley of Eureka, Kansas, as the Regent of the Agricultural College. A separate petition requests the Governor appoint Charles H. Lewis of Miami County, Kansas, as one of the Board of Regents of the Agricultural College.

A letter on March 7, 1889, from Morgan Caraway, informs Kansas Governor he received the commission as Regent of the Agricultural College and gives thanks to the Governor for the appointment. A formal invitation from G. T. Fairchild asks the Governor to attend and give a speech at the Annual Commencement week for the Agricultural College. A letter on April 20, 1890, from F. P. Moore, acknowledges his appointment as Regent of the State Agricultural College. A document from the Department of the Interior on September 22, 1890, calls attention to an Act, entitled "An act to apply a portion of the proceeds of the public lands to the more complete endowment and support of the colleges for the benefit of Agriculture and the Mechanic Arts, established under the provisions of an act of Congress approved July 2, 1862".

A letter from the Secretary of the State Board of Agriculture informs the Governor that he has received his letter and has forward the letter to Dr. L. A. Buck at Peabody, Kansas. In the letter, the Secretary notifies the Governor he has requested Buck to create a report of the work done at the silk station in 1891. In 1885, there were discussions at the state level about establishing a silk station at Peabody, Kansas, funded by the State Legislature. In 1895, the silk station closed.

This file contains correspondence to Kansas Governor Humphrey relating to matters in the Office of Attorney General. A letter concerning the reward offered under the proclamation of Governor Martin for the arrest and conviction of the murderer Thomas Cody. A letter from the Sheriff of Sedgwick County, Kansas, requests the Governor issue requisition papers to Kansas City, Missouri for the arrest of S. H. England. A separate letter from L. B. Kellogg Attorney General, informs the Governor he agrees with the decision that Notary Public of Wallace County would remain as Notary Public until the said county is organized, and a clerk of the district court is elected. Additional letters pertain to requisition papers for fugitives, acknowledgment of communications concerning various matters, and investigation requests regarding many issues. The Attorney General provides legal services to state agencies and board, promotes open and accountable government, issues opinions, protects consumers from fraud, and assists the victims of crime as well as defends the state in civil proceedings.

This file contains letters from T. McCarthy, Auditor for the State of Kansas, concerning war loan bonds. Also included are certificates of audited claims for raid losses and statements showing the balance in the State Treasury on July 1, 1890, amount received (including the balance) for the six months, and balance in the Treasury at the close of business December 31, 1890. A letter from Edward Jaquins asks the Governor to determine the validity and worth of the Stevens Company funding bonds.

In their letter, they also ask that the Governor consider appointing a person who has integrity.

Several letters to Kansas Governor Humphrey request the reappointment of George Miller as the Superintendent at the Wyandotte Asylum. The individuals of the letters express their support as well as their belief in Millers' ability. A letter from John Walker asks the Governor to keep Mrs. Chase, a teacher at the Institution for the Blind he informs the Governor that she has only been reprimanded once by the Superintendent and has not repeated her actions. Additional letters concern the appointment of positions within the Board as well as Superintendent.

This file contains correspondence from the members of the Kansas Institution for the Education of the Blind to Kansas Governor Humphrey. The letters provide the Governor with reports and updates on the education and instruction of the students at the school. A letter from Allen Buckner, Superintendent, informs the Governor of the total number of students enrolled in the school. Buckner also advises the Governor that students are learning to use the typewriter. A separate letter from Lewis, the Music Teacher, provides the Governor with an outline of the student's curriculum. Other letters discuss appointments and reappointments of certain positions, and a letter from Buckner recommends the school obtain a good oculist.

A letter from Seth Woodward of Eldorado, Kansas asks the Governor to appoint him as Census-Taker, and if he does not have the power to do so, to inform him who does. A separate letter from S. A. Burch, Supervisor of Census, writes to Governor Humphrey to acknowledge his request to appoint Mr. Tittsworth of Pardee as Census Taker in Atchison County. Additional letters are from prospective candidates applying for the position as Census Taker.

Kirk informs the Governor that the board is investigating locations to build an institution. One of the documents is a service manual of the State Insane Asylum. There is a report of a complaint made against the management of the Asylum.

Walker informs Kansas Governor Humphrey the school needs more rooms, a chapel, assembly rooms, and an industrial building, as the number of students, have increased at the school. A letter from Walker concerning salaries paid to Superintendents of similar Institutions. A separate letter from Walker discusses the passage of Senate Bill 155 he informs Governor Humphrey other states such as Illinois and Iowa are governing under similar laws for their schools for the Deaf.

Electors of Chautauqua County to Governor Lyman Humphrey

The Grafton and Center [Farmers'] Alliances of Chautauqua County petition Governor Lyman Humphrey to call a special session of the state legislature to provide farmers relief from mortgages. The Farmers' Alliance and Labor's Union of America of Kansas produced the petition form and accompanying resolution circular. The circular claims that legislation is needed immediately since the financial failure of many farmers is imminent. The circular also claims other states have prospered with such legislation and the laws will not discourage financial institutions from operating in the state. According to the circular, farmers bear an unfair tax burden and their requests for financial relief are reasonable. G. W. Roberts, Chairman Committee, Bed Rock Alliance, Elk Falls, Kansas, produced the circular. See Governor Lyman Humphrey to John Hughes, December 11, 1889.

The following letters are concerning the appointment of Fiscal Agency for the State of Kansas. A letter from M. E. Richardson advises Kansas Governor Humphrey that he does business with Hanover Bank in New York and recommends the appointment of the bank. A letter from the Kountze brothers solicit the appointment as Fiscal Agents for Kansas, they inform the Governor they are acting in this capacity for the State of Nebraska and several municipalities in other states. Additional letters are from individuals endorsing, Hanover National Bank as well as other banks to act as Fiscal Agencies for Kansas.

A letter from John Frances advises Kansas Governor Humphrey that he has enclosed in his letter papers pertaining to the agency matters and a bond. In the letter, Frances informs the Governor that many of the signers on the bond are unknown to him but that he has presented the papers to the Cashier of the National Bank of the Republic and requested him to give his opinion of the bond which is part of the letters enclosed.

Brumbaugh advises the Governor he received official notice of the appointment of his successor and is forwarding the books in his office. A biannual report of the Fish Commissioner covering the period from April 4th, 1891 to December 15th, 1892.

The following letters pertain mostly to meetings concerning forestry. A letter from Martin Allen, Commissioner of Forestry, advises Kansas Governor Humphrey he would like to attend two meetings, one of them being the American Forestry Association. A letter from the Vice President of the American Forestry Association invites Governor Humphrey to appoint delegates to attend the meeting on September 2nd in Quebec. The Kansas Commissioner of Forestry Office is now the Kansas Forest Service and serves rural landowners, communities, rural fire districts, forest and arboriculture industries, and citizens of the state through conservation programs.
