Alysia Kysar of Liberal, Kansas, writes Governor Joan Finney of Topeka concerning a water rights conflict at Cheyenne Bottoms wetlands in Barton County, Kansas. Kysar is eleven years old. She argues that the importance of wildlife habitats and communal ownership of natural resources, like water, supercede the rights of individual water users along Wet Walnut Creek. Kysar further questions the suitability of irrigated agriculture to an arid environment. In Wet Walnut Irrigators v. Cheyenne Bottoms Wildlife Area (1992), the Kansas Supreme Court ruled in favor of Cheyenne Bottoms, citing its earlier claim to water rights.

A photograph of Emma R. Jaquins of Liberal, Kansas. Emma Jaquins' family resided in New York and Pennsylvania before coming to Liberal, Kansas in 1903. Emma's father died when she was a small child and her mother remarried L. K. Orr. Emma was employed as editor of The Liberal Democrat and was a successful writer of fiction, poetry and articles which she sold to newspapers and magazines. Although Emma suffered from severe asthma attacks, she loved the out of doors and she spent the summers at Cuchara Camps in Colorado where she owned a rustic little cabin. At one point in her life, she took up drums and was an outstanding musician, and she traveled with a company on a Chautauqua circuit. In 1927, she operated Jaquins Produce, and later sold the business. In 1930 she operated the Meriden Cream and Produce station in Liberal, Kansas; however, as her health declined, she had to give up the heavy work associated with the produce company. Emma died April 20, 1933 at her home in Liberal, Kansas.

Fred Iles correspondence

Fred Iles was assistant right of way and tax agent for the Kansas Town and Land Company which bought and sold lands on the right of way of the Chicago, Rock Island and Pacific Railway Company. In 1917, he assumed Ernest Warren Cline's position as right of way agent, responsible for representing the railroad's interest in all matters concerning the acquisition and disposition of land on the right of way. This correspondence includes Iles' activities and expenses accounts at the behest of E. W. Cline and the CRI&P Railway.
