The documents in this file include a petition to Kansas Governor St. John requesting that Oswego be made into a city of the second class. Second class cities are recognized as a city with a population over 1,500 at the time of organization. The following papers are from the Mayor of Oswego confirming the city has a population over two thousand residents and giving his certification for organization as a city of second class.

Tribute to Captain Donald Strother

This is a tribute to Captain Donald Strother. Strother Army Air Field, Winfield, Kansas was named in his honor. Captain Strother pilot of a B-17 Heavy Bomber in the 7th Bombardment Group (H), Tenth Air Force was killed in action on February 13, 1942. He was the first soldier from Cowley County killed in World War II.
