Elma Binns was elected the Rossville, Kansas, police judge in 1889 on an all-woman ticket. She declined the office, saying that it properly belonged to a man. Her husband, Richard Binns, took the office. This photograph is provided through a pilot project to host unique cultural heritage materials from local libraries on Kansas Memory and was accomplished by mutual agreement between the Northeast Kansas Library System, the Rossville Community Library, and the Kansas Historical Society.
