Grace Kerr was elected a Rossville, Kansas, councilwoman in 1889 on an all-woman ticket. She was the wife of Samuel Kerr who was elected a councilman in Rossville's first election in 1881. This photograph is provided through a pilot project to host unique cultural heritage materials from local libraries on Kansas Memory and was accomplished by mutual agreement between the Northeast Kansas Library System, the Rossville Community Library, and the Kansas Historical Society.
