Letter written by John R. Shillady, National Association for the Advancement of Colored People executive secretary from 1918 to 1920, to Governor Henry Justin Allen. Shillady's letter expresses his concerns about establishing separate schools for African-American students in second class cities. The N. A. A. C. P. Board of Directors is listed on page two of the letter.
