This is a circular written by W. F., but further research has identified the author as possibily Emilio Aguinaldo who was a Filipino revolutionary, politician, and a military leader who is officially recognized as the first President of the Philippines. He writes that the Philippinos and Americans should be brothers and not fight each other. The author expresses his opinion on the war and relationships between the two countries. Guy Alfred Coover, who served in Company D, 20th Regiment, Kansas Infantry during the Philippine-American War, owned the circular. His war letters are available on Kansas Memory.
