This is a photograph showing Charles Amick, a Atchison, Topeka & Santa Fe Railway employee, cutting out a photo static copy of a clock dial to fit one of the Railway's clocks. The faces or dials were not available from the International Business Machine Corp., which manufactured the clocks, so Santa Fe had to supply its own.
