This photograph shows inmate James Martin, prisoner #9554 and George Skaggs, prisoner #8717. James Martin, also known by the surnames Marton and Morton, was received at the Kansas State Penitentiary on November 24, 1900 from Crawford County, Kansas for larceny. Inmate George Skaggs was received at the penitentiary on November 19, 1898 from Osage County, Kansas for statutory rape.
