This photograph shows inmates Wm. Dillard, 9479, and Albert Russel, 9337. Wm. Dillard was received at the Kansas State Penitentiary on October 3, 1900 from Payne County, Oklahoma for grand larceny. Albert Russel was received at the penitentiary on April 29, 1900 from Logan County, Oklahoma for felonious assault.
