The photograph shows inmates Otto Trotman, 9134, and Jas. L. Gilbert, 9464. Otto Trotman was received at the Kansas State Penitentiary on November 30, 1899 from Montgomery County, Kansas for grand larceny. This was his second term at the penitentiary. Jas. L. Gilbert was received at the penitentiary on September 3, 1900 from Saline County, Kansas for burglary.
