This photograph shows inmates Joe Offenstein, prisoner #9384 and Edward Rodgers, prisoner #8665. Joe Offenstein was received at the Kansas State Penitentiary on May 27, 1900 from Sedgwick County, Kansas for burglary and larceny. He was sentenced on May 14, 1900. Edward Rodgers was received at the penitentiary on October 7, 1898 from Cleveland County, Oklahoma under false pretenses.
