This photograph shows inmates H. Tracy, prisoner #9248 and Ernest Owsley, prisoner #9259. H. Tracy, also known as Chas. Tracey and C.H. Tracy, was received at the Kansas State Penitentiary on March 11, 1900 from Anderson County, Kansas for larceny. Ernest Owsley, also know with the surname Ousley, was received at the penitentiary on March 22, 1900 from Garfield County, Oklahoma under false pretenses.
