In this letter, W.W. Campbell writes Kansas Governor St. John, asking whether adoption of the Prohibitory Amendment would require follow-up legislation. Campbell believes legislation is required, and has been told by an anti-temperance supporter "a four horse team could be driven through the Amendment".
