In this letter, Pardee Butler proposes a picnic where temperance speakers will be featured, after receiving a promise by Kansas Governor St. John to visit Atchison County in August. Pardee writes "Republicans that crawl on their bellies to liquor dealers" and feels the Governor's presence is needed to "give them backbone."
