In this letter, in addition to asking Kansas Governor St. John to lecture in Parkerville, Morris County, Kansas, on temperance, O. C. Welch expresses his opinions about St. John's popularity in his county and his belief the majority of voters there are solidly behind him and his temperance cause. He also requests copies of the proposed Constitutional Amendment.
