After adopting a resolution inviting Kansas Governor St. John to speak on temperance in Russell, Kansas, a representative of the union extends the invitation to the Governor. Burnett was associated with the General Land and Loan Agency in Russell, Kansas. He was also Justice of the Peace and a notary public.
