J. C. Hebbard, from the Office of the Kansas Freedman's Relief Association in Topeka, writes Kansas Governor St. John to request a copy of the Biennial Board of Agriculture Biennial Report. Hebbaard asks that it be given to George Benedict, Seneca, Nemaha County, who is the District Court clerk and a temperance supporter.
