A portrait of Walter Roscoe Stubbs, a prosperous businessman and cattle rancher who lived in Lawrence, Kansas. He became involved in politics and was elected the 18th Governor of Kansas in 1908. He served from January 11, 1909 to January 13, 1913. In March 1911, under his leadership, Kansas enacted the nation's first blue sky law, which protects investors from securities fraud. Also, during his administration, he became a staunch opponent of alcohol consumption. After leaving office, he returned to Lawrence and his cattle ranches.
