It isn't clear if this item by Senator Arthur Capper is a speech or a letter to newspapers. He argues that the United States should do everything it can to avoid becoming involved in the Far East. At this time, Japanese forces were spreading throughout the region and occupying large areas of China. He references dealing with various countries at the end of World War I.
