This black and white photograph shows Kansas Governor Robert Blackwell Docking celebrating his re-election as governor. Docking, a World War II veteran and banker from Arkansas City, Kansas, was elected the thirty-eighth governor of Kansas in 1966. He successfully won re-election in 1968, 1970, and 1972. He served more terms than any Kansas Governor, but a constitutional amendment approved during Docking's tenure allowed a governor to serve only two four year terms.
