This black and white photograph shows Robert Blackwell Docking being sworn in as the thirty-eighth governor of Kansas. Docking, a World War II veteran and banker from Arkansas City, Kansas, was elected in November of 1966 and successfully won re-election in 1968, 1970, and 1972 respectively. He served more terms than any governor but a constitutional amendment approved during Docking's tenure, allowed a governor to serve only four year terms.
