Thomas Wagstaff, an attorney from Independence, Kansas, writes to Kansas Governor Henry Allen, of Topeka, congratulating him on his work as governor and the proposed industrial court legislation. The governor had called a special session of the Kansas legislature to create an industrial court to deal with labor/management problems.
