This black and white photograph shows Willis Joshua Bailey (1854-1932), a U.S. House of Representative from Kansas and the sixteenth Governor of Kansas. Bailey's first political office was in the Kansas House of Representatives as a Republican of Nemaha County from 1889 to 1890. After his term he later served on the Kansas State Board of Agriculture from1895 to 1899. He was elected to the U.S. House of Representatives from the forty-sixth district from 1899 to 1901. In the fall of 1902 Bailey was elected as the sixteenth Governor of Kansas holding office from 1903 to 1905. In 1914, after his term as governor, he was appointed as director of the Federal Reserve Bank of Kansas City, Missouri. On May 19, 2932 he passed away in Mission Hills, Johnson County, Kansas at the age of seventy-eight.
