A portrait of Payne Harry Ratner who was first elected to public office as Labette County Attorney, serving from 1923 to 1927. Ratner was elected twice to the Kansas State Senate, serving from 1929 to 1939. In 1938, he was elected the twenty-eighth Governor of Kansas and served two terms1939-1943. During his tenure, a teachers' pension plan was implemented, and a state employee merit system was sanctioned.
