An informal portrait of four former Kansas governors at a meeting in Paola, Kansas. From the left, the ex-governors are: Arthur Capper, 1865-1951, a Garnet, Kansas, native who served as governor from 1915 to 1919; Willis Joshua Bailey, 1854-1932, an Illinois native who founded Baileyville, Kansas, who served as governor from 1903 to 1905; Henry Justin Allen, 1868-1950, a Pennsylvania native and newspaper owner from Manhattan, Kansas, who served from 1919 to 1923; and George Hartshorn Hodges, 1866-1947, a Wisconsin native who settled in Johnson County, Kansas, who served as Kansas governor from 1913 to 1915. Of the four, only Arthur Capper was a Kansas native.
