A portrait of Kansas Senator Arthur Capper, 1865-1951, with members of the U. S. Senate committee in Washington D.C. who were engaged in an investigation of bread and sugar prices. Capper, a native of Garnett, Kansas, served Kansas as Governor, 1915-1919, and as U. S. Senator, 1919-1949.
