This pamphlet created by the state secretary of agriculture, F. D. Coburn, promotes the periodic dragging of roads by Kansas farmers in order to maintain rural roadways. Coburn served as secretary of the Kansas State Board of Agriculture from mid-1880 until January 1882 and again from January 1894 through June 1914.
