This black and white photograph shows Edward Lawrence "Larry" Winn, Jr.. He began his political career when was successfully elected in 1966, to the U.S. House of Representatives from Kansas' third congressional district. During his tenure as a congressman, (1967-1985), Winn served on the Space Science and Applications sub-committee, the Foreign Relations Committee, and as a Congressional Ambassador to the United Nations. Larry Winn was the original sponsor of the bill for the Tall grass Prairie National Park in Kansas.
