Moore, an anti-slavery Democrat, wrote to Major Jesse Morin, register of the federal land office in Fort Scott, Kansas Territory, to seek Morin's support in Moore's bid for the Democratic Party nomination for attorney general. Moore was unsuccessful at the October 25, 1859, Democratic Convention in his effort to secure the nomination.

Indictment of H. Miles Moore

Charles H. Grover, the district attorney for the First District in Kansas Territory, signed an indictment of Henry Miles Moore of Leavenworth, Kansas Territory, for unlawfully exercising the powers of Attorney General. Moore was elected Attorney General of the Free State government on January 15, 1856, under the provisions of the Topeka Constitution.

Peckham, writing from New York City, described the strong anti-slavery feelings that had emerged among many Northerners in the wake of the March 6, 1857, Supreme Court decision in the Dred Scott case in which it was ruled that Congress had no authority to prohibit slavery in federal territories (such as the Kansas Territory).

He also offered Moore, a Free State advocate recently elected to the Kansas Territorial House of Representatives, advice on activities to pursue in the Territorial Legislature.

The Leavenworth Association met on July 26, 1854, at the house of G. B. Panton "on the tract of the Association's land" in Kansas Territory. These meeting minutes list the members of the association, and describe the progress made in clearing land for a town site. The land discussed above had originally been given to Native Americans following the passage of the Indian Removal Act in 1830.

William A. Phillips, a resident of Leavenworth, Kansas Territory, testifies in an affidavit before territorial Chief Justice Samuel Lecompte about an incident in which Phillips, an anti-slavery proponent, was tarred and feathered by a group of pro-slavery supporters from Weston, Missouri.
